Sterling1, Jerry Chen2*岭南科学工业出版社研究员,邮箱:alexander.yj.sterling@outlook.co1 m澳门旅游大学博士,邮箱:b242116@utm.edu.m2* o[摘 要] 澳门路氹金光大道综合度假村正处于由博彩收益依赖向非博彩体验经济转型的关键阶段。新一轮博彩承批制度将非博彩投资、海外客源拓展和综合旅游休闲功能提升纳入制度性要求,推动非博彩化成为澳门经济适度多元化和“世界旅游休闲中心”建设的重要方向。不同于既有研究主要关注游客选择、经济影响或博彩监管,本文聚焦非博彩转型中“全球化场景复制—地方文化真实性—环境可持续性”之间的结构性张力。本文采用基于公开资料的解释型案例分析方法,以路氹金光大道代表性综合度假村集群为案例,综合政策文件、企业公开资料、产业规划和学术文献,通过案例事实重构、理论归纳、SWOT 诊断与 SDGs 映射,构建综合度假村非博彩转型分析框架。研究发现:路氹综合度假村的非博彩竞争力主要来自资本密集型场景营造能力和高端消费闭环;但过度依赖欧陆地标复制和封闭式空间,削弱了澳门本土文化在游客体验中的参与度,形成“高可见度、弱地方性”的体验悖论;同时,高能耗运营、本地供应链外溢不足和社区联结有限,也使非博彩转型面临文化、经济与环境约束。基于此,本文提出“本土文化再嵌入—本地供应链共创—低碳体验再设计”的转型框架,并构建以文化真实性、经济包容性和环境绩效为核心的实施路径。研究为博彩旅游目的地在非博彩化进程中协调资本场景、地方文化与环境责任提供了分析参照。[关键词] 综合度假村;非博彩转型;场所氛围;舞台化真实性;三重底线;澳门路氹金光大道一、引言澳门长期以博彩旅游作为核心经济支柱,但近年来其增长逻辑正在发生结构性变化。新一轮博彩经营权批给后,澳门特区政府将非博彩投资、海外客源拓展和综合旅游休闲功能提升作为承批责任的重要组成部分。官方文件显示,六家博彩承批公司承诺总投资约 1188亿
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)真实性、社区经济联结与环境绩效纳入同一分析视野,以揭示非博彩化转型能否真正转化为目的地可持续竞争力的关键条件(Elkington, 1997; United Nations, 2015)3。在此基础上,本文以澳门路氹金光大道综合度假村为案例,提出“本土文化再嵌入—本地供应链共创—低碳体验再设计”的转型路径。该路径并非对现有政策要求或企业项目的简单归纳,而是基于场景复制、高端消费闭环与主题化空间生产所形成的三重张力,尝试说明综合度假村如何从依赖全球景观移植和资本密集型消费空间,转向更具地方文化深度、社区外溢效应和环境责任的地方可持续体验平台。二、文献综述与理论基础2.1 综合度假村研究与非博彩转型综合度假村通常是指将博彩、酒店、会展、购物、餐饮、演艺、娱乐和休闲设施整合于同一空间的复合型旅游消费平台。早期研究多关注博彩合法化、税收收益、就业贡献与社会成本;随着亚洲综合度假村的快速扩张,研究议题逐步转向游客体验、目的地形象、非博彩消费、社区态度和区域竞争。Ahn与 Back(2018)对综合度假村研究的回顾表明,该领域已从单一博彩经济视角扩展为多学科交叉议题,但关于非博彩业态如何与地方文化、社区经济和可持续发展目标发生耦合的研究仍相对不足。在澳门情境下,非博彩转型具有更强的政策驱动特征。新一轮承批制度把非博彩投资与承批责任直接绑定,使综合度假村必须从“博彩收益最大化”转向“游客结构多元化、体验内容多元化和城市功能多元化”。McCartney(2020)关于路氹综合度假村的研究指出,购物、住宿服务和娱乐等非博彩属性已显著影响游客对不同度假村的选择。这说明非博彩要素已经从附属配套转化为核心竞争资源。问题在于,若这些资源主要依赖高资本投入和全球化景观复制,其差异化优势可能被快速模仿,进而形成同质化竞争。2.2 场所氛围:非博彩体验的空间生产机制Bitner(1992)提出的 servicescape理论强调,物理环境不仅是服务发生的背景,也是影响消费者情绪反应、服务评价和行为意向的重要线索。综合度假村正是通过建筑尺度、灯光、动线、声音、香氛、景观、品牌店铺和餐饮空间的整体编排,把物理环境转化为可消费、可停留、可传播的体验产品。路氹金光大道复制威尼斯运河、巴黎铁塔等全球地标,本质上是将场所氛围作为非博彩收入创造的关键资源。然而,场所氛围理论解释的是环境如何促进消费,却较少回答这种环境生产是否具有地方文化深度。对于澳门而言,路氹度假村的视觉符号具有强烈的国际可识别性,却不必然生
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)本文采用基于公开资料的解释型案例分析方法。与严格意义上依赖深度访谈、实地观察和编码一致性检验的质性案例研究不同,本文的目的不是进行统计推广或建构完整扎根理论,而是在政策约束和产业转型的真实情境中,对路氹金光大道综合度假村非博彩转型的主要机5制、结构性张力和策略方向进行理论化解释。选择路氹金光大道作为案例,主要基于三点理由。第一,典型性。路氹金光大道集中了澳门最具代表性的综合度假村,是澳门博彩旅游向综合旅游休闲转型的核心空间,对其转型逻辑的分析具有较强的案例启示意义。第二,理论相关性。该区域同时呈现场所氛围建构、舞台化真实性争议和可持续发展压力,适合用于检验和拓展本文的整合性理论框架。第三,政策敏感性。新一轮博彩承批制度对非博彩投资提出明确要求,使路氹度假村的转型具有较强的制度约束和现实紧迫性,为观察政策驱动型旅游转型提供了具有代表性的窗口。3.2 资料来源与证据边界为提高论证的可靠性,本文使用四类公开资料进行交叉比对。第一类为政策与规划文件,包括澳门新一轮博彩承批、经济适度多元化规划、“1+4”适度多元发展策略以及旅游业发展规划相关公开资料。第二类为企业公开资料,包括综合度假村官网、年报、可持续发展报告、新闻稿与非博彩项目公开信息。第三类为二手研究文献,包括综合度假村、博彩旅游、场所氛围、旅游真实性和可持续旅游领域的学术研究。第四类为案例描述性资料,包括对路氹金光大道代表性非博彩业态、文化体验、零售餐饮组合、演艺活动和绿色措施的公开信息整理。需要特别说明的是,本文严格区分“可核验事实”与“策略性构想”。凡来自政府文件、企业年报、官方网站或学术文献的信息,作为案例事实和制度背景使用;凡涉及未来项目设计、空间长度、技术规模、碳减排比例、发电量测算等尚缺乏第三方审计或正式披露的数据,均不作为既成事实写入研究结论,而仅作为可能的策略方向或实施情景进行讨论。这一处理有助于避免将咨询式方案误写为已经发生的经验事实,也使论文的证据边界更加清晰。3.3 分析程序本文的分析分为四个步骤。第一,进行案例事实重构,梳理路氹金光大道非博彩业务的主要类型,包括主题景观、酒店住宿、零售餐饮、演艺活动、会展活动、家庭娱乐和文化体验等。第二,开展理论归纳,将案例材料分别置于“场所氛围营造”“真实性呈现”“社区与供应链联结”“资源与环境绩效”四个主题之下进行解释,而非声称进行了严格的多轮编码或编码员一致性检验。第三,进行 SWOT诊断,识别综合度假村非博彩转型的优势、劣势、机遇与威胁。第四,将诊断结果与三重底线和 SDGs目标进行映射,提出文化、经济与环境协同的转型路径。
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)端游客需求,也有助于澳门从单一博彩消费向综合旅游消费转型。官方对于“1+4”适度多元发展策略和“旅游+”融合的推动,也为会展、体育、文化、演艺、健康和主题娱乐等非博彩业态提供了政策空间(Macao Government Tourism Office, 2024;Macao SAR Government,2023)7。但从三重底线视角看,高端消费闭环并不必然带来本地经济包容性。若零售品牌、餐饮供应链、演艺制作和文创产品主要由外部资本与国际品牌主导,本地中小企业、社区商户和文化创作者可能只能获得有限参与机会。这会造成一种“客流在本地、价值链在外部”的结构性问题。非博彩转型若不能带动本地供应链、社区商业和文化创意产业,其经济多元化效果将受到限制。4.3 主题化空间强化可观看性,却削弱地方文化真实性路氹金光大道最突出的矛盾在于,度假村空间高度可观看、可拍摄、可传播,但澳门本土文化的可理解性和可参与性不足。游客容易记住威尼斯人、巴黎人、喷泉、购物中心和奢华酒店,却未必能通过这些空间理解澳门作为中西文化交汇地的历史脉络。妈祖信仰、土生葡人文化、葡式建筑、传统节庆、老城区生活、粤剧与本地饮食等文化资源,在度假村内部常常只是点缀性元素,而非体验主线。从舞台化真实性角度看,问题并不在于度假村“表演”文化,而在于表演内容是否扎根地方。旅游体验天然包含选择、组织和展示,但高质量目的地的竞争力往往来自对地方文化的专业解释,而不是对外来符号的简单移植。路氹度假村若要实现更高层次的非博彩转型,需要从“让游客看见宏大的异域景观”,转向“让游客理解澳门何以独特”。表 2 路氹金光大道非博彩转型的 SWOT诊断维度 主要内容 转型含义优势(S)资本实力雄厚;国际品牌聚集;主题场景成熟;住宿、购物、餐饮、演艺联动能力强具备快速开发非博彩产品和组织大型活动的基础劣势(W)欧陆复制景观占主导;本土文化嵌入不足;高能耗设施压力较大;本地供应链参与有限需要从“场景规模竞争”转向“地方内容竞争”和“绿色效率竞争”机遇(O)澳门推进经济适度多元化、“旅游+”融合和世界旅游休闲中心建设;非博彩投资制度政策环境支持文化、会展、体育、健康和主题娱乐等业态深化
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)从这一角度看,路氹金光大道的优势在于其能够依托资本密集型场景营造、高端零售、餐饮演艺和酒店服务形成完整的非博彩消费闭环;但其潜在风险也在于,如果非博彩项目主要依靠全球地标复制和封闭式高端消费空间,其转型可能只是从“博彩依赖”转向另一种“资本密集型景观依赖”。这种转型虽然能够在短期内提升游客停留时间和消费深度,却未必11能够增强澳门作为旅游目的地的地方文化辨识度和可持续竞争力。6.2 场景复制的悖论:高识别度与低地方性的并存本文进一步揭示了路氹金光大道非博彩转型中的一个重要悖论:全球化场景复制能够快速提升度假村的国际识别度、传播性和消费吸引力,但也可能削弱澳门本土文化在游客体验中的可见度。威尼斯人、巴黎人等主题化空间通过运河、拱桥、铁塔、欧陆街区和室内消费场景,成功地将度假村本身转化为可观看、可拍摄、可传播的体验产品。这一模式与场所氛围理论所强调的物理环境对消费情绪和行为意向的影响具有一致性。然而,场所氛围的成功并不必然意味着地方性的增强。一个空间越精致、越可拍摄、越国际化,并不代表游客越能理解其所在城市的历史文化。对于澳门这样的中西文化交汇型目的地而言,若度假村的核心符号主要来自异域景观和全球消费品牌,游客可能记住的是“被移植的世界”,而不是“真实的澳门”。这说明场所氛围理论在解释综合度假村非博彩吸引力时,需要与舞台化真实性理论结合起来,进一步考察主题化空间在制造沉浸体验的同时,是否也造成了地方文化的遮蔽。6.3 从文化展示到地方嵌入:非博彩转型的可持续机制路氹金光大道未来的非博彩转型,不应停留在对澳门文化元素的装饰性加入,而应推动本土文化、社区经济和低碳治理进入度假村体验设计的核心环节。本文提出的“本土文化再嵌入-本地供应链共创-低碳体验再设计”框架,正是对场景复制、高端消费闭环和主题化空间生产三重张力的回应。首先,本土文化再嵌入回应的是主题化空间中的真实性问题。澳门文化不应只是度假村空间中的符号点缀,而应通过展陈、演艺、餐饮、文创、导览和数字互动等方式,转化为游客能够理解、参与和消费的体验主线。其次,本地供应链共创回应的是非博彩消费的经济外溢问题。只有当游客消费能够更充分地转化为本地中小企业、社区商户和文化创作者的收益,非博彩转型才可能真正服务于澳门经济适度多元化。最后,低碳体验再设计回应的是大型综合度假村的环境责任问题。绿色技术不应只是后台节能工具,也应成为游客可感知、可参与的体验内容,从而把环境绩效转化为目的地品牌价值。由此可见,综合度假村的可持续竞争力并不只是来自更大规模的投资、更丰富的业态或更高端的消费场景,而是来自其能否把地方文化、社区收益和环境责任嵌入非博彩体验的生

Sterling1, Jerry Chen2*1Research Fellow, Lingnan Scientific and Industrial Press, Macao,Email: alexander.yj.sterling@outlook.comJun Yin2*Doctoral Student, Macao University of Tourism, Email: b242116@umt.edu.moAbstract: The integrated resorts on the Cotai Strip in Macao are undergoing a criticaltransformation from dependence on gaming revenue toward a non-gaming experience economy.The new gaming concession system has incorporated non-gaming investment, overseas marketexpansion, and the enhancement of integrated tourism and leisure functions into institutionalrequirements, making non-gaming development a key direction for Macao ’ s appropriateeconomic diversification and its development as a “World Centre of Tourism and Leisure.”Unlike existing studies that mainly focus on tourist choice, economic impacts, or gamingregulation, this paper examines the structural tension among globalized scene replication, localcultural authenticity, and environmental sustainability in the non-gaming transformation process.Based on publicly available materials, this paper adopts an interpretive case analysis method andtakes the representative integrated resort cluster on the Cotai Strip as the case. Drawing on policydocuments, corporate disclosures, industry plans, and academic literature, it constructs ananalytical framework through case reconstruction, theoretical induction, SWOT diagnosis, andSDG mapping. The findings show that the non-gaming competitiveness of Cotai’ s integratedresorts mainly derives from capital-intensive scene construction and a high-end consumption loop.However, excessive reliance on European landmark replication and enclosed resort spacesweakens the participation of Macao’s local culture in tourist experiences, creating an experientialparadox of “high visibility but weak local embeddedness.” Meanwhile, high-energy-consumingoperations, limited local supply-chain spillovers, and weak community connections constrain thetransformation in cultural, economic, and environmental dimensions. Accordingly, this paperproposes a transformation framework of “ local cultural re-embeddedness, local supply-chainco-creation, and low-carbon experience redesign,” and develops an implementation pathway

JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)25表 4 新口岸转型的政策工具体系政策类别 具体工具规划与土地政策 制定具有法律效力的《新口岸区域详细规划》;引入容积率奖励机制以激励业主参与更新(Kayden, 2000)。财政与税收政策 设立城市更新专项基金;对符合“1+4”产业导向的新入驻企业提供限期税收减免。行政审批政策 在更新发展局内设立一站式审批窗口;将串联审批改为并联审批,以缩短项目周期、降低制度性交易成本。七、结论7.1 研究结论本研究发现,新口岸的衰退根源于制度、产业与空间三个层面叠加性失配的共同作用:《博彩法》修订导致的制度冲击、对博彩业的路径依赖导致的产业脆弱,以及功能主义规划遗留的空间割裂,三者相互强化,共同造成区域活力的系统性衰退。据此,差异化定位与内涵式发展是新口岸转型的必由之路——本研究提出的“Macau 新口岸+”愿景及其“城市功能第三极”定位,正是产业生态位理论在具体情境中的实践,旨在寻找与历史城区、路氹城互补共生而非同质竞争的发展路径。功能复合化、空间人本化、文化品牌化与管理智慧化四位一体的策略框架,则构成实现这一愿景的系统性解决方案。7.2 理论与实践贡献本研究的理论贡献在于将韧性城市、产业生态位、制度变迁与文化资本转化四个理论整合于统一的分析框架内,并将其应用于解释博彩旅游城市次核心商业区在遭遇重大制度冲击时的转型难题,为城市更新研究提供了一个可迁移至其他类似情境的多维分析视角。实践贡献则在于本研究提出了一系列兼具前瞻性与可操作性的具体策略与项目(如生态艺术连廊、粤语脱口秀品牌、光影艺术节等),并辅以分阶段实施路线图与具体政策工具,为澳门特区政府及相关持份者提供了可参考的行动框架。7.3 研究局限与未来研究方向本研究的证据基础主要来自政策文件、二手文献与公开报道,未纳入面向商户与游客的一手访谈或问卷调查,这使得中小商户经营困境与游客消费偏好等微观层面的判断,仍有待更细致的实证支撑加以校核。与此同时,“生态艺术连廊”等大型基建项目及各项财政激励
岭南科学工业出版社 2026年第 2期(总第 3期)26政策的经济合理性,本研究尚未展开投入产出分析与财务可行性测算,相关结论有赖专业工程与财务团队的后续核证。此外,本研究倡议的“新口岸更新发展局”与商业改进区模式,能否契合澳门现行法律体系与社会治理惯例、又该如何协调多元持份者之间的利益张力,仍是有待细化的制度设计课题,而非仅凭理论推演便可定论。面向未来,若能针对空中连廊系统的融资模式、运营管理与社会经济效益开展专项可行性研究,将有助于把本文的空间构想落实为可执行的工程方案;若能深入追踪现代金融与数字文创产业在新口岸落地生根的具体路径,也可为产业政策的精准发力提供依据;而围绕更新过程中的社区参与机制展开探索,则有望确保转型红利真正惠及本地居民与中小商户,而不仅仅停留在物理空间与品牌形象的更新层面。卫星场的落幕不应被视为新口岸衰落的休止符,而更应成为其转型乐章的序曲。制度冲击固然带来阵痛,却也为这片承载着几代澳门人城市记忆的填海之地,提供了摆脱路径依赖、重新定义自身价值的历史契机。若“Macau 新口岸+”的愿景能够循序落地,新口岸终将从博彩业的附庸蜕变为澳门“1+4”多元发展战略中兼具韧性与温度的城市名片——这不仅关乎一个商业区的存续,更折射出博彩旅游城市在告别单一产业依赖、迈向内涵式发展过程中所必经的自我更新。参考文献Blečić, I., & Cecchini, A. The amended Legal Framework for the Operations of Casino Games of Fortune in 2022stipulates that Macao’s distinctive “satellite casino” operating model must be fully terminatedby the end of 2025. As New Port is the area with the highest concentration of satellite casinos inMacao, this policy change will directly affect more than a dozen satellite casinos in the district,together with thousands of related jobs and hundreds of small and medium-sized businesses.Consequently, the district’s need for transformation has shifted abruptly from gradualimprovement to structural survival. Existing studies on the renewal of old commercial districts andthe transformation of casino tourism cities have mainly focused on the Las Vegas-style pathdriven by large-scale capital, or remained at the macro-level discussion of Macao’s appropriateeconomic diversification. Few studies have systematically examined the transformation pathwaysof established secondary core commercial districts when they encounter institutional shocks. Tofill this gap, this study integrates resilient city theory, industrial niche theory, institutional changetheory, and cultural capital conversion theory to construct an analytical framework for diagnosingchallenges, clarifying positioning, and generating strategies. Using policy documents, government

The findings show that the decline of New Port stems from thecumulative mismatch among institutional, industrial, and spatial dimensions. Accordingly, thisstudy proposes a transformation pathway with “Macau New Port+” as the vision and adifferentiated “third pole of urban functions” as the strategic positioning. It further integratesfour mutually reinforcing core strategies, namely functional diversification, human-orientedspatial renewal, cultural branding, and intelligent management, supplemented by a phasedimplementation roadmap and a public – private collaborative governance framework. Thetheoretical contribution of this study lies in proposing an integrated analytical framework that canbe transferred to the transformation contexts of secondary core commercial districts in othercasino tourism cities. JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)33“坚守立德树人初心、勇担课程育人使命”为主题申报并入选学校“三全育人”示范案例,体现了教学管理部门主导、党建工作协同推进课程思政建设的组织方式(上海交通大学教务处, 2023)。与此同时,学校在"大思政课"精品项目建设中专门设立“数字赋能思政教育创新项目”类别,探索打造数字思政课堂、开发思政课教辅小程序、探索"数字人"虚拟教师教学模式,推动个性化、智能化、泛在化教学(上海交通大学张江高等研究院, 2025)。这一实践表明,课程思政协同育人机制的落地,既需要教学管理部门与党务工作者的组织协同,也离不开数字技术在教学场景中的深度嵌入。(四)上海市教育数字化转型:以“数字驾驶舱”打通数据孤岛在区域层面,上海市教育行政部门提出归集全市教育各级各类数据、推进“一数一源”,构建教育“数字驾驶舱”,并推动“教育大数据治理和综合开发利用中心”建设,鼓励各区、各校探索基于数据融通的数字化赋能学校发展新模式(上海市教育委员会, 2024)。同时,上海市还实施教师数字素养提升工程,将数字素养和数字贡献纳入教师发展评价体系(上海市教育委员会, 2024)。这一区域性探索为高校层面打通党建数据与教学科研数据之间的壁垒、建立统一数据治理标准提供了可资借鉴的制度设计思路。(五)案例总结综合上述案例可以看出,高校党建与教学科研融合发展已从早期的理念倡导,逐步走向“党支部建在科研团队上”“双带头人”制度落地、课程思政协同育人机制建设、区域教育数据治理体系构建等多层次、多主体协同探索的阶段。清华大学的案例体现了党建数据与教学管理评价的结合;山东大学的案例展示了“双带头人”机制在破解“两张皮”问题上的实际成效;上海交通大学的案例反映了课程思政建设与数字化教学手段的融合创新;上海市层面的探索则为打通“数据孤岛”、建立跨部门数据治理机制提供了区域范本。但总体而言,这些探索大多集中于单点突破,尚未形成贯通“党支部—教研室—学科团队”、覆盖全校乃至全域的一体化数字化协同机制,融合的广度和深度仍有较大提升空间。四、推进高校党建与教学科研融合发展的对策建议(一)加强顶层设计,健全"三同"工作机制高校应推动党建工作与教育教学、人才培养、科学研究工作同谋划、同部署、同落实,将党建工作目标纳入学科专业建设方案和教师队伍培养计划,建立“党建+业务”双责任清单和“支部+教研室”联建机制,从制度层面破解"两张皮"问题(罗理章、董佳瑞, 2025)。(二)深化“双带头人”培育工程,激活教研室党支部政治功能应完善教师党支部书记“双带头人”选配与培养机制,注重从学术骨干中培养党务工作能力,同时为党务骨干提供参与学科建设、教学改革的实践机会,实现党性修养与学术水平

JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)37AI 对人类社会结构性影响研究温莎贝尔乐广州南方学院商学院 广东 广州,510970,13392611297@163.com[摘 要] 以大模型、生成式 AI 为代表的人工智能技术加速应用,正在从产业分工、就业结构、收入分配、公共治理和文化认知等维度影响人类社会结构。本文在梳理国内外相关研究与政策文本的基础上,结合智能制造、数字内容生产和智能政务等典型应用场景,分析人工智能引发的社会结构变迁、潜在矛盾及治理困境。研究发现,AI 在提高生产效率和公共服务能力的同时,也可能加剧劳动力市场分化、数字技能差距、数据收益分配失衡和算法治理风险。基于此,本文从就业转型保障、数字公平、数据权益、算法监管和数字素养培育等方面提出治理建议,为构建更加公平、包容和可持续的人机协同社会提供参考。[关键词] 人工智能;社会结构;就业变革;数字鸿沟;数据治理一、引言自 2022 年生成式 AI技术爆发以来,ChatGPT、文心一言、Midjourney 等大模型快速渗透生产、生活、政务、教育、文创全场景,人工智能不再局限于工业自动化,深度参与内容创作、决策辅助、客户服务、代码开发等高附加值脑力劳动。不同于传统工业技术仅改造生产工具,生成式 AI具备自主学习、内容生成、逻辑推理能力,能够替代大量标准化、重复性脑力工作,直接冲击延续百年的工业化社会分工体系。从宏观层面看,全球各国加速布局 AI产业政策,美国、欧盟、中国相继出台人工智能治理法案,一方面推动 AI赋能经济增长,另一方面意识到技术快速迭代引发的社会结构性风险:低端岗位大规模替代、跨行业技能壁垒重构、资本与技术所有者收益分化、信息茧房加剧社会认知撕裂、传统教育体系适配性不足等问题集中显现。当前国内学界多聚焦 AI技术研发、数据安全、产业商业模式,针对 AI带来全社会系统性、结构性变革的综合研究仍存在不足,多数文献仅单一讨论就业或算法伦理,缺乏覆盖就业、分配、公共治理、文化的整体性分析框架,难以适配当下 AI高速发展下的社会治理需求。在此背景下,系统研判 AI对人类社会结构的全方位冲击,并结合大数据治理理论构建配套治理体系具备极强现实必要性。本文构建“产业—就业—分配—治理—文化”五维社会结构分析框架,以智能制造、数字内容生产和智能政务等典型应用场景为观察对象,分析
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)41成智能化改造,中小企业则可能因投入能力有限而面临更高的转型压力。行业专业壁垒弱化,全新跨领域职业诞生。通用大模型具备跨行业迁移学习能力,同一套基础模型可适配教育、医疗、文创等多个领域,传统行业专业边界持续模糊;同时催生AI训练师、提示工程师、AI 伦理审核师、算法调优师等全新跨行业职业,形成全新产业分工赛道。衍生结构性矛盾:产业资源、数字技术、算力资源持续向头部科技企业、大型制造企业聚集,中小企业数字化、AI 转型成本过高,区域、企业间产业发展差距持续拉大。4.2 AI重构就业结构:劳动力市场两极分化就业结构是观察社会结构变化的重要维度。AI对就业同时产生“任务替代效应”和“能力增强效应”:一方面,部分程序化任务可能被自动化;另一方面,AI也会提高部分岗位的工作效率并催生新的职业需求。两种效应的强弱取决于行业特征、技术应用方式以及劳动者的技能适应能力。中等标准化脑力岗位成为主要替代对象。传统自动化仅冲击流水线体力劳动者,生成式AI突破脑力劳动限制,行政文员、基础会计、初级平面设计、短视频剪辑、普通在线客服、教辅老师等中等技能岗位被快速替代。该类岗位从业人员基数庞大,技能转型培训周期长,极易形成规模性失业群体。就业市场可能呈现技能需求分化趋势。一类是 AI研发、算法运维和人机协同管理等复合型岗位,其专业技能要求和市场需求相对较高;另一类是较难被数字化替代的线下服务岗位。处于两者之间的部分标准化脑力岗位面临更明显的任务重组压力,但其最终影响仍取决于企业采用 AI的方式以及职业培训和社会保障制度的调适。新型数字灵活就业改变传统劳动关系。AIGC 催生远程数字零工、自由内容创作者等新型就业形态,但创作者不掌握训练数据、大模型工具核心资源,议价能力薄弱;平台依靠算法管控工作流程、结算收益,传统劳动合同、社保保障体系难以覆盖数字零工,劳动者权益存在结构性缺失。在数字内容生产领域,部分企业已使用 AI辅助生成图文脚本和短视频文案,基础性内容生产任务因此发生调整。与此同时,内容审核、创意策划、事实核验和人机协同编辑等能力的重要性上升。该现象表明,AI对就业的影响更多体现为岗位任务和能力结构的重组,而不宜简单概括为对某类职业的整体替代。4.3 AI 改变收入分配结构:数字红利分配长期失衡数据是人工智能核心生产要素,但当前国内数据产权、收益分配制度尚不健全,直接造成 AI增值收益分配结构性不公。

Based on a review of relevant domestic andinternational studies and policy documents, and drawing on typical application scenarios such asintelligent manufacturing, digital content production, and smart government services, this paperanalyzes the social structural changes, potential conflicts, and governance dilemmas triggered byartificial intelligence. The study finds that while AI improves production efficiency and publicservice capacity, it may also intensify labor market polarization, digital skills gaps, imbalances indata benefit distribution, and algorithmic governance risks. From the perspective of data governance inthe AI era, this paper explores how AI technologies reshape the supply–demand relationship inthe labor market through algorithmic decision-making. The study first reviews relevant theories oftechnological substitution and complementarity. Drawing on Acemoglu’s (2024) latest frameworkon the macroeconomic effects of AI and Autor’s (2024) proposal of “AI-enabled middle-classjobs,” it analyzes the underlying mechanisms through which AI affects employment structures. Itthen employs case analysis and normative research methods to examine the specific pathwaysthrough which AI reshapes employment structures. In particular, this paper focuses on the issuesof “ algorithmic management” and “ labor data privacy” that accompany employmenttransformation. By incorporating recent developments such as the implementation of the EuropeanUnion Artificial Intelligence Act, the latest ILO report in 2025, and the threat posed by deepfaketechnology to recruitment security, the paper identifies deficiencies in the current data governancesystem in protecting workers’ rights and interests. Federatedlearning (FL), through its distributed training paradigm of “moving the model while keeping thedata in place,”provides a feasible approach to breaking down data barriers. However, its practicalimplementation faces dual challenges in data security and communication efficiency. On the onehand, privacy risks such as gradient leakage and poisoning attacks may arise during gradienttransmission and model aggregation. On the other hand, multiple rounds of communication andencrypted computation lead to significant system overhead. This paper systematically reviews thecurrent research on federated learning in financial anti-fraud applications. Based on a horizontal
JOURNAL OF LINGNAN SCIENCE AND INDUSTRY ISSN: 3106-7131(PRINT), 3106-714X(ONLINE)71federated credit card fraud detection framework, it integrates SMOTE-based data balancing,differential privacy noise injection, and gradient sparsification compression mechanisms (Li Cao,2026). Drawing on existing empirical results from public datasets, this paper analyzes the effectsof different privacy protection levels on model performance, including AUC and recall, as well astraining efficiency, and proposes balancing strategies such as dynamic privacy budget allocationand hierarchical aggregation. The findings show that, by appropriately configuring privacyparameters (ε ∈ [3, 8]) and communication rounds with local iterations (E = 5–8), togetherwith 10%– 20% gradient sparsification, the model can maintain an AUC above 95% whilereducing communication overhead by approximately 30%.
