Abstract Macao is a Special Administrative Region of People ' s Republic of China andan international free port, standing its unique and distinctive features . A lso, it is atypical mini- economy with limited land resources . Due to the pulling effect of theleading gaming and tourism industry, the Macao economy surges rapidly in the lastfew years . For instance , during the years 2 0 0 0 — 2 0 0 5 , G DP of Macao increased1 2 . 1 % annually on average and the number of visitor arrivals enj oyed a substantialgrowth to a historical high of over 1 8 .7 millions in 2 0 0 5 , which was 3 8 t imes of thetotal population in Macao . A s the car rying capacity index has been raised in a largeextend, living area and greenland for Macao residents seems reducing day by dayand the existing road traffic capacity is encountering new challenges as well . A ll theenvironmental changes are evidences that Macao is stepping into a new era andsimultaneously, at the bottleneck of economic expansion . A s a result, based on theprincip le of “putting the people ' s interests first”, the Macao SAR Government hasdeveloped a 2 0 - year land reclamation urban planning, aiming to improve the overallliving quality of Macao citizens . The whole urban deve loping proj ect focuses on 5potential reclamation areas, which would totally provide 4 1 5 sq . ha . of land forMacao ' s future deve lopment . It is expected that the economic and soc ial benefitsof th is proj ect would be tremendous . This research report is based on the findings of “Pre liminary Study for UrbanDevelopment of RAEM — Final Report”, “Pre liminary Study for Urban Deve lop -ment of RAEM — Technical Report” and the Government ' s proclamation on th isproj ect . It presents a systematic and in - depth analysis on the potential econo micand social benefits concerning this urbanization plan . In the economic aspects, theurban development plan not only generates economic benefits directly through theprovision of the new land resources, but also in other means by improving thenavigation channel, alleviating the siltation problems, enhancing the carrying capacity,deve loping a better traffic network , build ing more green areas, protect ing theenvironment of Macao, etc . For social benefits, other than arousing the demand forhuman resources, the plans also helps in achieving the Government ' s obj ective of
improving the overall living quality of Macao citizens. In this way, it can helppromoting the image of Macao and provides a more favorable surrounding forcultivating domestic professionals and elites. Generally speaking, the whole urbanization plan is beneficial to the future pros-perity of Macao and is a feasible solution to the current problems. Nonetheless, theplan itself is a long- term and huge project and it involves many facets, challenges,thereby, comprehensive and well- prepared plans have to be drawn before it canactually take place and contribute to a good foundation for the long- term and stabledevelopment of Macao.
